Infrastructure Challenge

Ukraine's power system has suffered extensive damage to its generation and transmission infrastructure. Large, centralized facilities — the legacy of a Soviet-era grid design — have proven highly vulnerable, and their scale makes restoration slow and costly.

Communities and businesses across the country face persistent shortfalls in electricity and heat supply. The grid requires significant additional balancing capacity to remain stable. And the risk of further disruption to large centralized assets remains a defining feature of the operating environment.

Ukraine requires a fundamentally different approach to energy infrastructure — one that is faster to deploy, harder to disrupt, and capable of reaching communities at the local level.

Distributed Generation:
A Smarter Way to Rebuild

Distributed generation means building networks of smaller, modular generation units — deployed across multiple sites, close to the communities and businesses they serve — rather than relying on large, centralized plants.

Each unit is roughly the size of a standard shipping container. Units can be installed rapidly, relocated if needed, and managed independently. If one unit is disrupted, the rest of the network continues to operate.

This approach is already well-established in international energy markets. For Ukraine today, it offers a particularly compelling set of advantages: faster restoration of energy supply, reduced exposure to large-scale disruption, greater flexibility as needs evolve, and the ability to reach underserved communities quickly and efficiently.

Three Technologies.
One Integrated Platform.

Target Energy Fund deploys three complementary technologies, selected for their modularity, proven track record, and suitability for rapid deployment in Ukraine's current environment.

Solar Power Generation Modular

Photovoltaic systems deployed at distributed sites. Fast to install, low operating cost, and immediately productive once commissioned. Well-suited to Ukraine's solar resource profile.

Battery Energy Storage Systems (BESS)

Grid-scale battery storage deployed alongside generation assets. Provides balancing capacity, improves grid stability, and enables energy to be stored and dispatched when and where it is needed most.

Gas Co-Generation

Units

Combined heat and power (CHP) units that produce both electricity and thermal energy simultaneously from a single fuel source. Highly efficient, and particularly valuable for communities and facilities with combined electricity and heating needs.

Together, these technologies form an integrated distributed energy platform that can be adapted to the specific needs of each region or project.

Operational Today.

Scaling to 500 MW

Target Energy Fund is not a concept — it is an active, operational initiative.

The founders have committed approximately $7 million of their own capital to launch the first projects. The first installation — 5 MW of solar generation and 20 MWh of battery storage — is currently under construction. The first 20 MW of projects are under active implementation across the portfolio.

Our long-term target is the deployment of 500 MW of distributed generation capacity across Ukraine within the next two to three years.

The team behind this initiative has direct, relevant experience: over the past four years, the founders have installed and serviced approximately 15 MW of co-generation capacity for clients in Ukraine, working with internationally recognized equipment manufacturers including Rolls-Royce and other global suppliers.

A Clear, Institutional-Grade Investment Structure

Target Energy Fund operates through a structured platform of venture investment funds and project-level Special Purpose Vehicles (SPVs), providing transparent asset separation and clear legal ownership at every level.

The first fund —

Monteco Venture Investment Fund (Ukraine) — is established and operational. Individual projects are implemented through dedicated SPVs, allowing each asset to be clearly ring-fenced.

For large institutional partners —

including development banks, export credit agencies, and major infrastructure investors — dedicated investment vehicles can be structured within the Target Energy Fund platform to meet specific requirements and mandates.
